Title 22 requires facilities to identify, document, and monitor behavioral-health needs.
A facility cannot know whether a resident “has mental illness” or “needs behavioral-health services” without conducting an assessment first — and the state expects facilities to ensure that identification.

OBS connects them with benefits specialists to quickly help secure coverage (Medi-Cal, Medicaid, etc.). We still complete an initial behavioral-health screening for the facility baseline.
